Posljednjih godina sve više hrvatskih obitelji razmišlja o povratku iz Švicarske u Hrvatsku.
Razlozi su različiti:
djeca i obitelj
kvaliteta života
želja za vlastitim poslom
nekretnina u Hrvatskoj
povoljniji životni troškovi
ili jednostavno osjećaj da je vrijeme za povratak kući
Međutim, upravo kod povratka iz Švicarske postoji niz specifičnosti koje mnogi ne poznaju.
Najčešće greške povratnika nisu vezane uz nedostatak prava, nego uz pogrešan redoslijed koraka.
Ljudi često:
prerano daju otkaz
ne provjere prava na naknadu za nezaposlene
ne zatraže potrebne obrasce
otvore obrt prije provjere poticaja
ne prijave se na vrijeme na HZZ
zakasne s dokumentacijom za automobil i djecu
Zato smo pripremili praktičan vodič koji može pomoći obiteljima da povratak organiziraju na vrijeme i bez nepotrebnog stresa.
ETAPA 1 – PRIJE OTKAZA U ŠVICARSKOJ
Prije nego što:
date otkaz
potpišete sporazumni raskid
prodate stan
ili kupite nekretninu u Hrvatskoj
potrebno je provjeriti svoja prava kod:
RAV (Regionales Arbeitsvermittlungszentrum)
i nadležne:
Arbeitslosenkasse
Provjerite:
imate li pravo na naknadu za nezaposlene
koliko dugo traje pravo
postoji li mogućnost prijenosa naknade u Hrvatsku
kakve posljedice ima vlastiti otkaz ili sporazumni raskid
Važna kvaka
Ako sami date otkaz bez opravdanog razloga, može doći do tzv. Einstelltage, odnosno privremene zabrane isplate naknade.
Prije bilo kakvog potpisa obavezno provjerite svoju konkretnu situaciju.
ETAPA 2 – NAPRAVITE PLAN POVRATKA
Prije selidbe odgovorite na nekoliko ključnih pitanja:
Kada se vraćate?
U koji dio Hrvatske?
Imate li riješeno stambeno pitanje?
Planirate li zaposlenje ili samozapošljavanje?
Vraćate li se sami ili s obitelji?
Imate li djecu školskog ili vrtićkog uzrasta?
Odgovori na ova pitanja određuju gotovo cijeli daljnji proces.
ETAPA 3 – DJECA I ŠKOLOVANJE
Ako imate djecu, dokumentaciju počnite skupljati nekoliko mjeseci prije povratka.
Prikupite:
školske potvrde
svjedodžbe
potvrde vrtića
zdravstvene kartone
potvrde o cijepljenju
To će vam kasnije značajno olakšati upis u hrvatski obrazovni sustav.
ETAPA 4 – STAN I UGOVORI U ŠVICARSKOJ
Prije odlaska:
provjerite otkazni rok najma
dogovorite povrat depozita
napravite zapisnik o primopredaji
Odjavite:
internet
telefon
osiguranja
pretplate
ostale ugovorne obveze
Sačuvajte svu dokumentaciju o odjavi.
ETAPA 5 – ZDRAVSTVENO OSIGURANJE
Švicarsko zdravstveno osiguranje potrebno je pravovremeno odjaviti i prijaviti odlazak iz zemlje.
Po dolasku u Hrvatsku potrebno je riješiti prijavu u HZZO.
Važno je znati da u pravilu osoba može biti obvezno zdravstveno osigurana samo u jednoj državi, uz određene iznimke predviđene međunarodnim propisima.
ETAPA 6 – DJEČJI DOPLATAK
Ako primate Familienzulage ili druge obiteljske naknade, potrebno je prijaviti svaku promjenu vezanu uz:
prebivalište djece
zaposlenje roditelja
status osiguranja
preseljenje u drugu državu
Pravo na nastavak isplate ili eventualne promjene ovise o individualnim okolnostima obitelji te ih je potrebno provjeriti kod nadležne institucije prije preseljenja.
ETAPA 7 – PRIJENOS NAKNADE
Jedno od najvažnijih pitanja povratnika je.. Mogu li primati švicarsku naknadu dok tražim posao u Hrvatskoj? Odgovor je DA, ali pod strogim uvjetima i maksimalno 3 mjeseca.
Švicarska kroz EURES mrežu omogućuje tzv. “izvoz naknade”. Postupak je rigorozan i svaka greška u koracima znači gubitak novca.
Pravila i redoslijed:
Pravilo 4 tjedna: Nakon prestanka rada, morate provesti najmanje 4 tjedna na RAV-u u Švicarskoj i biti im na raspolaganju. Ne možete dobiti otkaz i odmah sutradan odseliti u Hrvatsku s naknadom.
Odobrenje RAV-a: Prije odlaska, svom savjetniku na RAV-u morate najaviti odlazak u Hrvatsku i zatražiti odobrenje za prijenos naknade. RAV će vam izdati dokumentaciju (ekvivalent U2 obrasca).
Rok od 7 dana na HZZ-u: Od dana koji je RAV odredio kao početak traženja posla u inozemstvu, imate točno 7 dana da se prijavite na HZZ u Hrvatskoj.
Što ako prođe 3 mjeseca? Ako u roku od 3 mjeseca ne pronađete posao u Hrvatskoj, a želite i dalje primati švicarsku naknadu, morate se fizički vratiti u Švicarsku i ponovno javiti svom RAV-u prije isteka tog roka. U suprotnom gubite sva preostala prava na švicarsku naknadu.
ETAPA 8 – DOKUMENTI KOJE TREBA PONIJETI
Za roditelje:
putovnica
osobna iskaznica
potvrda odjave
radni ugovori
potvrde o zaposlenju
dokumenti za nezaposlene
porezna dokumentacija
Za djecu:
rodni listovi
domovnice
školski dokumenti
zdravstvena dokumentacija
ETAPA 9 – AUTOMOBIL IZ ŠVICARSKE
Ako automobil dovozite iz Švicarske, prikupite:
prometnu dozvolu
dokaz vlasništva
COC dokument ako postoji
dokumentaciju leasing ili kreditne kuće ako je vozilo financirano
Važna kvaka
Švicarska nije članica Europske unije.
Zbog toga se kod uvoza vozila mogu primjenjivati posebna pravila.
Troškovi i postupak ovise o:
državljanstvu vlasnika
duljini boravka u Švicarskoj
duljini vlasništva nad vozilom
načinu povratka u Hrvatsku
statusu osobne imovine pri preseljenju
U određenim slučajevima povratnici mogu ostvariti određene olakšice prilikom preseljenja osobne imovine, ali uvjete je potrebno provjeriti kod Carinske uprave prije samog povratka.
ETAPA 10 – ODJAVA ADRESE U ŠVICARSKOJ
Napravite:
Abmeldung
i zatražite potvrdu o odjavi.
Taj dokument će vam često trebati u Hrvatskoj.
ETAPA 11 – DOLAZAK U HRVATSKU
Po dolasku najčešće slijedi:
MUP
prijava prebivališta ili boravišta
HZZ
prijava ako koristite U2 obrazac
HZZO
zdravstveno osiguranje
Škola ili vrtić
upis djece
ETAPA 12 – POTICAJI I MJERE ZA POVRATNIKE
Ovo je područje gdje se najčešće gubi novac.
Dostupnost mjera i uvjeti prijave mogu se mijenjati iz godine u godinu pa je prije bilo kakve poslovne odluke potrebno provjeriti aktualne uvjete.
Moguće opcije uključuju:
potpore za samozapošljavanje
programe HZZ-a
HAMAG-BICRO programe
ruralni razvoj
turističke projekte
energetske obnove
lokalne potpore gradova i općina
druge razvojne programe

Jedna od najčešćih tema među povratnicima.
Mnogi planiraju:
“Povratak + obrt + poticaji.”
